New service in front of bldg?

Hi
do you think that I can install the new service in front of existing building, facing to the main street

I heard that LA DWP ,The utility-company and bldg-safety don't allow that
They say, install the service in back or side of the building where no street traffic.. ....
 
Well, the NEC is not going to have anything to say about this.
And although POCO may not be able to tell you where to put the service disconnect, they can certainly apply any consistent rule they want about where they will bring their service conductors from their right of way onto your property.
And the city would have a fair chance of justifying such a restriction on seismic grounds.
