New Sump Pumps in Existing (Old) Electrical System with no Spare Capacity.

I have this situation: A (50y old) building is flooding on the first floor with stormwater. Two 5HP sump pumps need to be added, but the emergency panel has no capacity. There are 395A connected, and the maximum capacity is 400A for the panel, transfer, main disconnect, and generator.

However, in the existing plans, there’s a note in the panel schedule that says the following:
"Provide lockout on both domestic water when fire pump is operating on emergency power."
If this is correct, I could remove the load calculation of the new sump pumps from the generator.

Additionally, I could increase the capacity of the transfer, main disconnect (normal power), add a subpanel and connect the new pumps to it. Generator should be the same because the removal of domestic water pumps calcs.

Is my solution feasible? Do you have any other ideas?
