Are there any new Transformer requirements being implemented this 2016? my supplier is telling about the new transformer he quoted me isnt same price.

I can only assume that you mean NEC 2014.

There is really not much that was added to the 2014 that would affect cost in any real amount AFAICT.

I wonder what the price delta is. The DOE estimates that there will be a savings of about 3.6 quads over the next 30 years. Not per year, TOTAL. The US generates about 100 quads ANNUALLY (USEIA figures). Total energy savings is 0.1%, +/- over the entire 30 years.
