New york city Fuse box

I was inspecting a coop apartment in NYC and the realestate agent stated that it is law in NYC that the seller must replace the fuse box prior to selling the apartment,
I said that it is recommended but not required by code.
I checked the codes and could not find any thing stating this. I am second guessing my self,Is there a new code ,that I dont know or am I correct.

It's not an NEC issue. If anything, it would be a state or city code.

"Law" might be an overstatement. The realtor might really have meant "lenders insist upon homeowners' insurance, and the insurance companies insist on breakers.'

(If you ever really want to have some fun, buy a house for cash. Doing so really confuses all the 'professionals.'
