New York state bathroom code

New York State would be the last State to have any kind of a uniform electrical code. There are so many jurisdictions it's not funny. No state licensing of electricians or journeymen.

Does the state of New York require a dedicated 20 amp bathroom circuit?

As others have noted, it depends on where you happen to be standing. The state has adopted the 2015 IRC, and we're using that now in Syracuse. But the phrase "statewide adoption" doesn't mean here what it might mean where you are. Check with the municipality you'll be working in. :)

Anyhow, from the 2015 IRC:

"E3703.4 Bathroom branch circuits. A minimum of one 20-ampere branch circuit shall be provided to supply bathroomreceptacle outlet(s). Such circuits shall have no other outlets.[210.11(C)(3)]
Exception: Where the 20-ampere circuit supplies a singlebathroom, outlets for other equipment within the samebathroom shall be permitted to be supplied in accordancewith Section E3702. [210.11(C)(3) Exception) "

Doesn't NY state issue licenses and business permits by county ?

They're doled out at the whim of fiefdoms. Sometimes the fiefdom resembles a county, sometimes a village, sometimes a city, sometimes a township.

It gets uglier the closer you get to the Hudson Valley and NYC, where fiefs are packed in tight and can overlap. Further north and west things spread out a bit more sanely, not quite as much indenture.
