I am working on a job for the NYS Police, does anyknow know if they have their own set of guidelines for lighting designs?

You should have a point of contact with the NYS Police on this project. I'd talk with your contact and ask them for any lighting design standards they have. There might even be something on a website somewhere but I doubt it.

If they have design standards I would view them with a grain of salt. I worked with one large school district that had lighting levels based on a 15 year old IESNA version. I had to ask for permission to design to the current version but they were willing after I explained why I thought this would help them more.

I would assume - bright everywhere! (Except for interigation room - spot light on one chair...) Office areas with warm white, prisoner areas in flickery green or yellow HPS.

And somewhere, a lone grizzly pull-chain pendant to compliment the peeling lead paint chips...
