newb ME needing advice/help

Hello to All,
i am a M.E. for about 2 years now
i have been groomed mainly in residential but now i am in the telecom industry.
i am used to 400A and below.

i am working on a bid and i have a 1-line to refer to but i am still lost on what and how to place items

i am in need of some assistance for what City of Houston (TX) requires for the service build

is there any reference materials or sites i can be pointed to that will assist me?

I would think that the local department you'll be dealing with would be able to answer all of your concerns.

When I did the design on a building I wired, the city had a complete booklet explaining everything I needed.
 
Mechanical Engineer, Master Electrician, Masters of engineering degree... all good, yet none of them clearly the winner here. Could also be Medical Examiner, Manufacturing Engineer, Military Engineer, Menopause Educator (that's a real thing) or the State of Maine.

Abbreviations are like standards in that there are so many different ones to chose from.
