Can number 1 wire be put on a 150 amp breaker using the next size up rule for non-dwelling units?.........................................................................
 
Assuming copper yes. The load would need to be 130 amps or less.
I hate when my brain goes off track....
I would give the same answer..... but....
For years I have had to explain that 210.19 required that branch circuits have an ampacity not less than the load and 215.2 notes the feeder conductors must have an ampacity to carry the load and you need to take that into account with 240.4.
But 310.15(B)(7) allows us to use 83% of the service rating in those specific applications.
IF the OP had a Art 220 load calculation of 145 amps and elected to use a 150 service panel, 310.15(B)(7) would requires a #1 Cu but in that case our calculated load exceeds the ampacity.
My ancient freshly awaken brain is having trouble rectifying that.
