I need the code reference when it is allowable to protect the SE conductors with the Next Size up standard breaker or fuse.

It appears that I may use a 4/0 AL, 180 amp rating, with a 200 amp CB. FWIW, the actual load of the Service will be less than 60 Amp.

In general you also have 240.4(B), so you could apply that to a feeder also.
However in the case of a feeder you run into 338.10(B)(4) which pulls in Article 334, then they exclude 334.80 so your not limited to the 60C column for breaker size and thus can round up.
