NFPA 110 Class

I know that NFPA 110 defines Class as the time a generator must run and believe that they state Class X for healthcare facilities, leaving it to local codes. So for a hospital in a given town, who would define this. Or is it DPH and if DPH, would Mass DPH be different from other states. Who would know? Thanks
 
I forgot the number but NFPA has a separate hospital Code. 110 is sort of like NEC...not application specific. Even then it should be something where locally they look at fuel availability...how long between truckloads.
