I'm looking for the clearance needed between luminaires and fire sprinkler heads in both commercial and residential. Could some point me in the right direction?

Have you tried NFPA 72?

Look in your building code, I believe it is 12 inches minimum.

I could not find the requirement anywhere in chapter 9 of the IBC.

My best guess you would find it in NFPA 13

NFPA 72 deals with fire alarm systems. NFPA 13 deals with fire sprinkler systems.
