Access and read/view for free only. No copies, printing, or downloading allowed. A paper copy is going to cost $$$.

A standard relating to subways? Ohhh Kaaay.
Who owns such things? Governmental bodies. As such, I'll bet some have adopted the standard as law- which puts it in the public domain. Check city / transit authority web sites, and you'll likely find it on line. The title might be altered to something like "City of East Undershirt Light Train Code and Ammendments."
