Appendix A.9.3.2 (3) states "The normal source of power is not supplied by overhead conductors outside the protected facility". This is confusing, and would make more sense if "outside" were changed to "inside", since at some point in any system all power distribution is overhead. Can anyone shed some light on how this is being interpreted by local authorities? Our utility can provide underground primary and a pad-mount transformer for the service; and the secondary also will be underground.
