In NFPA 70 2014, what does "specific items of equipment and materials referred to in this code" mean? Further down it talks about the "intent of the code" to be that internal wiring not be inspected if approved (paraphrased). Does this mean that all electrical equipment, if not approved must be inspected?

Or, is the scope of 90.7 narrower than this? If so, what types of equipment does this pertain to? For example, would it apply to Hazardous area equipment, but would not apply to lab equipment?

I think this article is all about allowing AHJs and Inspectors to place their faith in the UL and other recognized laboratories. The first paragraph is saying that if an item has a UL label, then the Inspector can use that fact as the basis for approving the installation. The second paragraph is taking the notion a step further, by saying that if an item has a UL label, and if it doesn't look like it got damaged in transit, then the Inspector is given the freedom to allow the installation without first having to open the item up and look at the interior wiring.
