why is it that Article 80- Annex H is shown in the code book but yet is not a formal code and even listed .

"Annex H is not part of the requirements of this NFPA document and is included for information purposes only"

what the heck then why Even bother to list this?

Article 80 is a model law created for those wishing to enforce the installation code (NEC) Many areas in the US have admainstrative laws on the book that give leagal authority to use and enforce the NEC. It is not applicable if not leagally adopted. The NEC is marketed world wide this section was wriitten to give sturcture to new areas that wish to adopt and enforce the NEC.

I don't know. Maybe it's because all the other building codes have something like it.

if a city or municipality has adopted the NEC then is article 80 become part of the enforceable code?

The city or municipality would have to specifically adopt Annex H before it would become enforceable.
