Is there anywhere in the NEC or NFPA 72 that requires the FACP to have a password installed or that the customer cannot have access to the programming?

for anyone looking I think this is it:

7.5.7.1.1

For all software that connects to and is part of the building life safety network components, the software security access or the means of obtaining the software security access shall be provided to the owner or the owner’s designated representative.

Paragraph 7.5.7.1.1 has been added for the 2022 edition of the Code and further requires that the system owner or designated representative must also be provided the software security access or a means of obtaining the access. The purpose of this new requirement allows the owner or representative to choose any qualified provider when service is needed on the fire alarm or signaling system. Ultimately, this requirement allows the owner or representative a wider choice of service providers.
