In the NFPA 2015 edition, filed work shall be audited at leastonce a year. Would going out in thefield with a check list to verify qualified employees know the requirements of theelectrical safety (required PPE, etc.) standard be acceptable?
Do all qualified employees need to be audited or just asampling of qualified employees. Thanksin advance.
 
NFPA 70E-2015, Annex G, discusses audits, but not in great detail. It gives an example of a checklist.

You're referring to NFPA 70E-2015 Art. 110.1(I), Electrical Safety Program Auditing. Art. 120.2(C)(3), which covers electrically safe working conditions, might be informative: It discusses LOTO audits and says "at least one lockout/tagout procedure in progress and the procedure details." OSHA requires annual LOTO audits, too, at 29 CFR 1910.147(g), but also isn't clear whether they mean a single audit of a single employee.

IMHO, you could set the bar that low, but might want to get into statistically significant sampling if you have a big program or defects show up.
