NFPA 70E -- Double Wide Dash ??

NFPA 70E - 2004 Table 130.7(C)(9)(a) has a big double wide dash "--" in the Hazard/Risk Category Classifications for the following Tasks:
Lighting or small power transformers (600 V, maximum)
Revenue meters (kW-hour, at primary voltage and current)
Metal clad load interrupter switches, fused or unfused

Are these dashes just an attempt to bring some sort heading or formatting?

I guess the -- is to charecterize the Task for certain equipment, or to try to put it in words, "--" = ~ for the tasks shown under this equipment type ~
