NFPA 70E Electrical Voltage Testing Preffered Methods

I have Switchgear above a 40 Cal/Cm2 of incident energy. What is the safest method for testing to verify that the power is off? My concern is if there was an issue and the system was still live you would be exposing someone to life threatening injury in the case of an Arc blast. I use probe extentions but that only gets me about 30 inches.

We use a hot stick and non contact probe, test, verify and test. As we upgrade our trip devices we are installing devices that have a maint. feature. Basically the trip has two trip setting, normal and a mant. quick trip that lowers the arc flash.
