Do insulated gloves used for PPE under NFPA-70E guidelines need to be sent out to a third party to be tested?
If yes, does nayone have a lead on who to use?

Try OSHA 1910.137(B)(2)(vii)
Table I-6. - Rubber Insulating Equipment Test Intervals

Footnote(1) If the insulating equipment has been electrically
tested but not issued for service, it may not be placed into service
unless it has been electrically tested within the previous 12 months.

What voltage do you need?
Electronic air cleaner power supplies put out about 1 kV dc. If you need DC at low current you can use voltage doublers to get almost whatever you need.

Please do not DIY a Glove Tester

Please do not DIY a Glove Tester

An overvoltage may damage the glove and the "Test Apparatus" may not properly show a blow through(fault in the glove).

It does not need to be a 3rd party to do the testing - however the apparatus and operator should ( Safety equip = NEEDS to be) qualified.

However for the lower voltage Gloves - I know it is sometimes cheaper to just buy new ones - if they are supplied "tested - and Ready for use"

I was Safety Coordinator for a Service Group - my saying was when it comes to electrical safety "What you THINK does not matter - only what you KNOW to be safe matters"
