NFPA 70E Short sleve vs. long sleve

Could anyone tell me why it would be required to wear two layers of protective clothing in certain cases but it is okay that the first layer be short sleeve. This leaves a lot of skin exposed to only one layer.

This is just a guess. They are weighing the risk of damage to an extremity (e.g., arm or hand) against the person?s need to be able to move freely, in order to perform the work.

Generally I think NFPA 70E, with regard to arc flash, is attempting to prevent extreme burns to the face and chest. Arms are expendable.
