Nope, OSHA just adopted the installation requirements from the 70E in August but not the safe work practices. Some of the 70E requirements are the same as the OSHA requirements but not the arc flash stuff (yet). It depends on what specific question about the 70E you are asking whether or not it is an OSHA requirement.
Either way, everything in the 70E soon will be in OSHA so you might as well be in compliance now.

Usually you are correct. A FPN only means used as an example. This FPN (fine print note) however, became the standard since no other standard came close.
OSHA is now fining employers under the NFPA-70E as a stand-alone, rather than an abatement, meaning OSHA usually fines employers under a 1910.XXX general Duty Clause. $100,000+ is typical.
