NFPA 72, fire alarm system

In nfpa72, clause 23.11.10 says the releasing panel shall not be affected by the fire alarm system failure. Does it mean they are independent and all fire detectors which initiate there suppression and releasing shall be connected to the releasing panel?

Yes, the releasing panel should have its own detection devices. You can have a situation where there are releasing panel smoke detectors in a room right next to building alarm panel smoke detectors.
 
If you have a releasing panel that is a sub of the main building FACP, then the detection needs to be connected to the releasing panel.
Most of the time, if the main building FACP is capable of being a releasing panel (listing / devices), then connect the detection to the main FACP and all needed controls.

Yes, we've done this a few times, most memorably in a facility that handles nitrocellulose. Five separate deluge systems on the main building panel. We used flame detectors for activation.
