NFPA 72 strobes in sleeping area's

Table 7.5.4.6.2 inidicates that if your strobe is less than 24 inches from your ceiling, you need a cd intensity of 177?

I know I'm missing something. To my knowledge, the largest candella rating available on a strobe is 110cd.

What am I missing?

Basically, that there are high/er intensity 177 candela strobes out there.
