Is a Fire Protection/alarm system required for an industrial building, in a controlled plant environment, that is normally occupied with Operators but is not considered a dwelling unit?

You need to figure our what Occupancy group the building is classified as. Usually it is on the Architectural drawings.
Then go to the adopted Building Code and it will tell you if it is required.
For example, if the adopted building code is the 2021 International Building Code, and it was a B Occupancy, Section 907 could tell you what kind of system is needed depending on how many people inhabit the building and other characteristics.
 
The debate now is whether or not an alarm must be sent to the local fire department in the event a smoke detector is activated. This building is an electrical substation building and is not consider a dwelling unit or occupancy per se since it is only manned by operators working a shift of 8 - 10 hours or so daily
