NFPA 79 Testing & Verification (chapter 18)

The testing & verification requirements of NFPA 79 seem to be somewhat confusing. It clearly states that ground continuity must be tested and documented, however it then states that other tests (insulation resistance, hipot, residual voltage, & functional) shall be performed where deemed necessary. I can see where one can make a good decision on whether or not the residual voltage and functional should be performed depending on the type of components the machine might or might not include. How do you determine if the insulation resistance and hipot test should be performed or not?
