NFPA 99 - wet procedure locations - GFCI's vs Isolated Power Panels

I have for some time been under the impression that so long as a risk assessment committee does not deem an OR as a non-wet procedure area, then isolated power panels are required in OR's.

But in reviewing NFPA 99, 2012 just now I see that, GFCI's appear to be a perfectly viable alternative according to 6.3.2.2.8.2.

Am I missing something? Cost being king, IP panels being ridiculously expensive, why wouldn't this result in most OR's using GFCI's. OR has it done just that?
 
As far as NFPA 99 and NFPA 70 are concerned, Isolation Power Systems are optional and have been for a long time however, here in NC they are mandatory and good for business.
