NFPA79 13.1.1.8 (2012) Are terminal blocks considered a means of retaining conductor

NFPA79 - 13.1.1.8 Means of retaining conductor strands shall be provided when terminating conductors at devices or terminals that are not equipped with this facility.

Does a terminal block, such as, Allen Bradley's 1492 terminals (http://ab.rockwellautomation.com/Terminal-Blocks/1492-W) offer a "Means of retaining conductor strands"?

I am looking of an NEC, NFPA or UL code that would require wire ferrules to be used on new industrial control panels but it seems that a terminal block is a means of retaining conductor strands.
 
it would depend on the TYPE of terminal block. A simple pan head screw, no. But a terminal with any type of clamp, such as you would find in most 1492 terminals, yes.

And no, there is nothing requiring ferrules. It's nice, but not required anywhere. But again, there are gotchas. If you have a high strand count, aka "extra flexible" wire, not all terminal clamps are rated for that. You can either insure that the ones you use ARE, or you can use ferrules on your wires. So it's a tool in your bag.
