NICET Fire Alarm Question

I have seen a lot of info on NICET Level 1, 2, 3 and 4 Fire Alarm systems lately and have a quick question.

Who typically should get NICET certified? The engineer who is doing the design or the electrician who is installing the system (or maybe both???)

Any help would be appreciated!

The fire alarm contractors I work with around here typically have a NICET certification. Their governing board is trying to make it so that a NICET level 3 can sign and seal fire alarm plans since the engineers are requireing the contractor to do the battery and voltage drop calculations.
