Night Light Feed

So I have some fixtures that are 1/2 shaded and indicated to contain battery pack backup. Some of those 1/2 shaded fixtures have the "NL" designation and points to a note that says these fixtures are to be provided with unswitched power feed and control of fixture will be provided by circuit breaker in panel.

Would you say these "NL' fixtures should still contain battery pack? I'd think so.

Since you do estimating, something to consider too is whether night lights are even allowed in your jurisdiction. In a lot of markets, they are broadly not in compliance with modern energy codes. If they aren't allowed, could be an opportunity down the road to get a change order out of the engineer.
