We are adding motion sensors for lighting to help cut energy cost . We have pump rooms that no one goes into regularly . Might go all day with no one going into them . We have a single light in these areas that is on 24 hrs ( Night light ) . Are we required to have a night light on in these areas on all the time ?

A night light is not a under the scope of the NEC. However see 110.26(D) for illumination in electrical spaces, which may apply to your application as it discusses motion sensors

Night lights are not required, but if that particular fixture is also acting as egress lighting and has a battery ballast or as Tom mentioned regarding 110.26(D), just look at it holistically before adding a plain vanilla motion detector.
Most lighting requirements are found in the adopted building code.
