Note 4 in chapter 9 permits 60% fill for raceway's of less than 24" between boxes, cabinets and similar enclosures. Would a 12" piece of LFMC between a cabinet and a conduit body meet this?

when you say between a cabinet and a conduit body what type of conduit body?...
also what size diameter
per 351-6 which then refers you to chapter 9 table 1

A 3/4" IMC to an 3/4" LB to 3/4" LFMC to the equipment.
