While attempting to do some research in the UCC(see: NJ - UCC - GFCI: Part I ), I discovered :

It would seem the requirements under the UCC have changed a bit in regards to installing GFCI devices - previously, ONLY a licensed EC could install these safety items after obtaining a permit(or a HO of a SFH after obtaining same).

? 5:23-2.7 Ordinary maintenance
(a) Ordinary maintenance to structures may be made without filing a permit application with or giving notice to the construction official.

3. Ordinary electrical maintenance shall include:

i. The replacement of any receptacle, switch, or lighting fixture rated at 20 amps or less and operating at less than 150 volts to ground with a like or similar item, including receptacles in locations where ground-fault circuit interrupter protection is required;

So now, no permit is required, and anyone willing will be installing these devices.

could it be that the new UL requirements that if the device is wired improperly, there is no power at the face have anything to do with this. That requirement sort of makes the wiring of these almost idiot proof. However, there is always the question of whether downstream devices are protected properly.

So now, no permit is required, and anyone willing will be installing these devices.

Great little money maker gone.:mad:

Not to worry, the HO's will still put the line side, on the load side, or mess up the neutral and hot. it may actually bring in more work.
