NM as HCF wiring in 1999

Does anyone know if NM was permittted as a HCF wiring method in 1999? The building is classified as a type IV construction and the light fixtures are wired in romex. The ceilings are about 10' high. Also, what code cycle was HCF MC cable required?
 
517.13(A) and (B) go back to before the 1990 NEC but they were reversed from the way they are now, (A) required the insulated conductor and (B) required the metalic raceway.

Thanks for that info, I did manage to get my hands on a 1999 nec and 517.13(a) says that you need an insulated grounding conductor and a metal raceway. NM qualifies for neither so it should not have passed inspection in the first place.
