NM-B in a 7 story multifamily building

I have a 7 story apartment building that customer wants me to rewire. The Building is a poured concrete ceiling, metal studs and wire lathe with no lumber at all.
I would love to use nm-b/romex but it looks to me like it is not allowed based on 334.12 A. Am I seeing this correctly?
I am thinking all this will have to be installed with MC.
Bob/I wire-this building is in Cambridge so maybe you have some experience with the City?

The key is what type of construction is allowed for a building of this occupancy type. If the construction is required to be fireproof, then you cannot use NM.
If somebody builds a concrete and steel single family McMansion, you could use NM there. (But they might not like it.)
