NM between Disconnect and Air Handler

Hi, I’m in Westchester County, NY and seems to be confusion on wether or not NM needs to be enclosed in PVC or LFNC between the disconnect and air handler (see picture). Seems to me that since NM is longer than a foot and cannot be secured will need to be protected with PVC or something. Appreciate any insight on code reference and clarification. Thank you.

Locally they follow 334.15
334.15 Exposed Work. In exposed work, except as provided in 300.11(A), cable shall be installed as specified in 334.15(A) through (C). (A) To Follow Surface. Cable shall closely follow the surface of the building finish or of running boards.
by providing a framing member (running board) to support the NM
OR
they allow it to be sleeved in LFNMC

Lots of local interpretations of what you can and can't do with this sort of thing, that is why I pretty much only use flexible conduits for those sort of applications. from disconnect to appliance it doesn't matter if metallic or non metallic flex, and run THHN/THWN conductors inside it. Running NM cable inside of raceways other then when they are used for mechanical protection is DIY work not professional work.

Fixed air handlers typically are not something listed or identified for use with flexible cord for the supply and almost always need to be supplied with a chapter 3 wiring method.
It is common here in CA to use a cord & plug for them, but don't disagree with you.
