nm cable -florida

I recently relocated from NJ to Fl.
While employed doing residential wiring, I noticed that a Florida journeyman taped all multiple runs of nm cable together about every 12 inches for the entire length of the runs with black electrical tape. This practice was used throughout the entire dwelling.
I think this would meet the definition of bundling and requires derating?
The Journeyman said this is a common practice and required no derating. Additionally, it provided "a better quality and more workmanship appearance".
Any and all thoughts on this topic appreciated.
 
It does need derating.I did this once over 10 years ago with tie wraps.Inspector admitted it looked great but told us to remove them as it is bundling.Where in Florida was this ?
 
Personally I would call it bundling and most of the inspectors in this area would as well.

That said with 15, 20 and 30 amp circuits you will not hit derating issues until you have more than 9 current carrying conductors.

This is generally 4 cables.
