NM cable in brick Veneer.

I have two gooseneck lights that need to be mounted over a garage door. The location of the box is on an lvl which is solid to the ceiling. Can I route nm cable on the outside of the lvl before the brick veneer is installed? If so does is need to be UF cable or in conduit? This is located in North Carolina.
