NM Cable (Romex) for Temporary Power

At one point, I thought that the use of NM Cable (Romex) was allowed for the installation of temporary branch power for lighting and receptacle circuitry on a commerical construction project.

However, I am second guessing my thought. I am unable to tell per the code book whether you can or cannot use NM Cable (Romex) for branch circuitry installation.

Could someone help me with this please.
