Does the NEC permit the use of #2 awg NM cable by routing in free air from the panelboard
in a garage to HVAC equipment located in a basement. Does raceway need to be used to
provide physical protection?

It depends on what you mean by "in free air." The NEC takes that to mean suspended in air between attachment points, not merely visible or exposed.

As long as it's run according to code, physical protection is not normally required. We'd need more specifics from you in order to be, well, more specific.

I believe you are asking whether or not nm can be run exposed. Yes it can but it must be supported and protected. Art. 334.15, 334.30
