NM in suspended ceiling

The changing of uses not permitted for NM cable came up yesterday in an inspection I did and I would like some opinions on it. If you have trussses making up your STRUCTURAL ceiling and run NM cable on the top of their bottom chords, then put insulation over the bottm of the trusses and a vapor barrier over the insulation, have you met the intent of "open runs in suspended ceiling"? There is a suspended ceiling about 4' below the bottom of the trusses. I guess my question really is: are we trying to achieve protection or concealment? or both? Thanks for your replies.

Even if there were no barriers you are code compliant.

What is prohibited is nm between the truss bottom and the drop ceiling.
