I am interested in locating any code restrictions concerning the use of nm or nm-b in any commercial or institutional settings.

The possible restrictions are too numerous to list here. Romex is about the most restricted cabling system around.

A bit more detail about your particular situation would help in getting a definitive answer. Also be aware many localities have additional restrictions that may not be in the NEC. ex. a lot of places won't allow it exposed in living areas and want to see it in Wiremold. Checking with the local building codes folks will get you a list of any local amendments.

Article 334 gives both the uses permitted and not permitted. Some locations have not adopted the 2002 NEC provision to use NM cable in buildings exceeding three floors.
We can't give you any more information than is in Art 334.
