Do you think section 680.21(4) would exclude wiring of a gas pool heater in NM with in a dwelling ?

If you mean;
Can NM be used as one of the wiring methods? Yes.

Does that mean you can use NM and still satisfy the code requirements for NM use and installation, maybe.
