No bottom in panelboard

I was working in a facility that has an I-Line distribution panel installed. I thought it was a little unusual to mount such a panel right on the floor but also know there is no minimum height requirements.

After opening the panel I soon realized why it was mounted right on the floor. All the raceways entering from the bottom just stick out of the concrete and the panel has had the bottom removed. It needs to sit on the floor to effectively close the bottom.

I have seen large switchboards and MCC's that have open bottom for raceways but never for a smaller panelboard like this - 800 amp with about 12 - 100 amp feeders for loads.

I don't find anything about this in art 312 or 408 and if there is anything wrong with it I'm guessing it may be in violation of 110.3(B).

Anyone else seen or done anything like this before or have any thing else to say about it?

I guess there is no need to worry about violating 110.26(F) dedicated space below the panel.
