No GFCI needed for light over tub?

Hi - I'm putting a recessed light over a air-jet tub (like a whirlpool, but uses air) in a 3-wall 60" x 30" alcove. The inspector says the light does NOT have to be on a GFCI. I thought GFCI was a requirement in this case?

Only if the fixture requires GFCI in the instructions

Only is the fixture requires GFCI in the listing and labelling instructions. 110.3(B)
