Just doing some light reading of CA's new title -24 energy codes....
Them Eco-fascists and their manufacturing lobbiest friends have gone and made not installing a light count for 180VA againt 50% of nasty toxic CFL lighting, or likewise over-priced LED's...
I'm still digesting some of the new changes - but wonder if anyone else has found any other new draconian measures we'll have to force down consumers thoats.

In residential kitchens, the wattage of electrical boxes finished with a blank cover or where no electrical equipment has been installed, and where the electrical box can be used for a luminaire or a surface mounted ceiling fan, shall be calculated as 180 watts of low efficacy lighting per electrical box.
