As I recall under the six switch rule, the breakers may not be any smaller than 30 amps. Any comments? What is the code reference?

230.90 (A) Ex 2 Fuses and circuit breakers with a rating or setting that conform with 240.4(B) or (C) and 240.6 shall be permited.

I believe you are thinking of the requirement that panels supplying circuits (with a neutral) smaller than 30A are considered lighting and branch circuit panels and therefore require a main breaker.

215.2 Minimum Rating and Size.
(A) Feeders Not More Than 600 Volts.
2) For Specified Circuits. The ampacity of feeder conductors shall not be less than 30 amperes where the load supplied consists of any of the following number and types of circuits: NEC 2002

I beleive the correct code reference would be to apply 225.39((A), (B), (C) or (D) depending upon your application.
