No main disconnect needed?

Hello everyone, I have a question on main disconnect,if I have 6 breaker or less in a panel after the meter can,I don't need a main disconnect, is this correct? Is this what NEC 230.71 telling me?

As long as you follow ALL of those rules to the letter, and all the rules ahead of it with regard to Service Disconnects, then yes.

The spirit behind this is that if a fireman were to enter the room to disconnect ALL electrical service to the site, he does not have to move his hand more than 6 times. So keep that in mind. But without a Main, then EACH breaker becomes a Service Disconnect and must follow all rules for being a Service Disconnect.
 
That is correct and it is further spelled out in 408.36.
You would need to make sure to be in compliance with 230.70 in that the panel you describe be identified as suitable for service equipment
