No neutral on hot tub

If the equipotential plane for a hot tub is designed to eliminate neutral to ground "current" gradients, should it be required if the tub does not require a neutral?

Absolutely; it still has an EGC.

Because it was designed without any 120 volt equipment. The grounded conductor on the GFCI needs to connected to the neutral bar for the GFCI to work.

Most hot tubs I have wired utilize a grounded conductor.
