No neutral to main panel

I removed an old mobile home (late 70’s) and the service is going to be wired to a new main outdoor service panel to run a 30 amp RV plug. The older underground cable is 2AWG aluminum wrapped in bare braided copper wire.
Does the bare copper wire act as my neutral with the 2 hot black?. Then I would bond the panel with the green screw?
